Facebook had this bug earlier like you said when you have many pending requests needs to be taken care of, it wont let any other users to send more friend request to that user. I agree the workaround you provided will work for that bug. But the current security rule will work in a different way if you were able to understand it well like i said in the article the friend request is processed on two parameters.
